- He's an in-universe depiction of Jacob August Riis, a Danish-American social reformer, "muckraking" journalist and social documentary photographer. He is known for using his photographic and journalistic talents to help the impoverished in New York City.

Scotch Ann, a pimp based in the Tenderloin, is a character portrayed by Kate Dickie.
"Scotch" is period jargon that would be "Scottish" in contemporary terminology. In fact, Ann speaks with a Scottish accent. She is the owner and proprietor of the "Golden Rule," a basement brothel employing young men who present themselves as females. She expresses annoyance and frustration that the murder of "Fatima" causes her brothel to be shut down. She explains to JohnMoore and Detective Sergeant Marcus Isaacson that she "bought" Ali ibn-Ghazi, a Syrian immigrant child, "fair and square" from his father to pay off a gambling debt. [1]
